The short version

The biggest Dholera myths, busted with sourced verdicts: it is not straightforwardly India's first smart city (GIFT City holds the operational-greenfield-first title); the 920 sq km scale is real but biggest-in-the-world is unverified; appreciation is not guaranteed; the airport is a repeatedly slipped target, not a certainty; the claim that nothing is happening is false given real anchors; and Micron (Sanand) and the collapsed Vedanta-Foxconn JV are wrongly attributed to Dholera. The genuine positives stand once the hype is removed.

Listen
How we ranked: we rank myths by how widespread and misleading they are and give each a sourced verdict, correcting hype in both directions so the genuine positives remain credible.

Dholera attracts as much myth as fact, so this page busts the biggest ones with sourced verdicts. We rank the Dholera myths by how widespread and misleading they are, from the India's first smart city claim to the idea that nothing is happening, and we give each a clear verdict. The goal is not to talk Dholera down, it is to make the genuine positives credible by separating them from the hype.

Dholera myths, busted with sourced verdicts

1

Myth: Dholera is India's first smart city

The blanket claim is disputed marketing. GIFT City is India's first operational greenfield smart city and IFSC.

The accurate framing is India's flagship greenfield industrial smart city and largest DMIC node.

Verdict: overstated. The real firsts are the semiconductor fab and the DMIC-node status.

2

Myth: it is the biggest greenfield city in the world

The 920 sq km planning envelope is official, but only about 422 sq km is urban-developable, phased over 30 years.

Biggest in India or the world is an unverified superlative.

Verdict: the scale is real, the superlative is not sourced.

3

Myth: appreciation is guaranteed

No government source guarantees Dholera appreciation. Assured returns are speculative marketing, and land acquisition was even litigated, with a 2015 High Court stay.

Treat appreciation as an expectation, never a promise.

Verdict: false. Guarantees are a sales tactic.

4

Myth: the airport is opening next year, for sure

The airport has had a slipping target since around 2010. In mid 2026 it was reported roughly 80 percent complete with operations targeted late 2026.

Present the year with a date and the word targeted, never as achieved.

Verdict: a target, repeatedly slipped.

5

Myth: nothing is actually happening

Documented anchors exist: a Rs 91,000 cr Tata fab under construction, about 300 MW of operational solar, the open expressway and Activation Area trunk infrastructure.

The delays are real, but so is the progress.

Verdict: false. Real, dated progress exists.

6

Myth: Micron and Vedanta-Foxconn are building fabs at Dholera

Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew.

The bankable Dholera fab is Tata plus PSMC, and only that one.

Verdict: false attributions to correct.

Dholera and GIFT City are different bets, not rivals

People often compare Dholera with GIFT City, but they solve different problems. Dholera SIR is a greenfield industrial and manufacturing smart city on the Ahmedabad district coast, about 100 km south-west, focused on semiconductors, solar, logistics and manufacturing, built under the Gujarat SIR Act of 2009 as a DMIC node, and still in early build-out. GIFT City, the Gujarat International Finance Tec-City near Gandhinagar and about 12 km from Ahmedabad airport, is a finance hub for banking, capital markets, insurance, funds, fintech and bullion, regulated as an IFSC by the IFSCA, and it is operational today with around 939 registered entities reported in June 2025. GIFT City is India's first operational greenfield smart city and IFSC, which is a real, defensible first. Dholera's honest positioning is India's flagship greenfield industrial smart city and the largest DMIC node, anchored by private industrial capital rather than government tenancy. For an investor, GIFT is a proximity-to-financial-services play that already exists, while Dholera is a long-horizon industrial-land play that is still being built. Who is actually investing in Dholera

It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. The bankable, breaking-ground fab is Tata plus PSMC. Source: anchor-investors notes, PIB, tataelectronics.com.

Where Dholera is heading

The plan is a phased build toward a large industrial smart city, with a promotional target of around one million residents over roughly 30 years, anchored by semiconductors, solar and manufacturing. The phasing is usually described as three phases: an Activation Area first, then the airport and industry, then the full 920 sq km. End-year targets are stated inconsistently as 2040 or 2042, so treat any single completion year as a reported target rather than a fixed date. The old 2020 target of roughly 80,000 jobs and 1.2 lakh residents lapsed, which is a useful reminder that timelines here slip even as the direction holds. What makes the trajectory credible now is that the anchors are real: a Rs 91,000 cr fab under construction, about 300 MW of operational solar, an open expressway, a cleared rail line and trunk infrastructure already in the ground in the Activation Area. The responsible way to invest against that future is to buy verified in-SIR RERA plots with clear title and treat appreciation as an expectation, not a promise. Who runs Dholera and why the structure matters

Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it. When you assess any Dholera claim, the first useful question is which of these bodies is the primary source. Sources: dholera.gujarat.gov.in, nicdc.in, gidb.gujarat.gov.in.

The dated milestones that show momentum

Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Each of these is real and dated, and together they answer the "nothing is happening" claim. Source: fact pack momentum and milestones notes, PIB.

What is Dholera SIR, in one honest paragraph

Dholera SIR is the Dholera Special Investment Region, a greenfield industrial smart city taking shape in Ahmedabad district, Gujarat, about 100 km south-west of Ahmedabad. It is built under the Gujarat Special Investment Region Act of 2009 and is the flagship node of the Delhi Mumbai Industrial Corridor. The planning envelope is roughly 920 sq km, of which about 580 sq km is developable and around 422 sq km is set for urban development, phased across roughly three decades. The first live piece is the Activation Area of about 22.5 sq km inside Town Planning Scheme 2, the plug-and-play demonstration zone where trunk infrastructure was laid before anything went up above ground. Planning sits with DSIRDA, the statutory land and planning authority. The city itself is built by DICDL, a special purpose vehicle formed on 28 January 2016 and owned 51 percent by Gujarat and 49 percent by the Centre through the NICDC Trust. That dual-government structure is the single most important thing to understand about Dholera, because it is why the project keeps moving even when individual timelines slip. Frequently asked questions

Why is Dholera so famous?

Because it is India's flagship greenfield industrial smart city and home to India's first major commercial semiconductor fab, the Rs 91,000 cr Tata plant. Add the dual-government backing, the open expressway, operational solar and the plug-and-play Activation Area, and it has become the most-watched greenfield city in the country.

Dholera vs GIFT City, which is better?

They are different bets. GIFT City near Gandhinagar is an operational finance and IFSC hub. Dholera is a still-building greenfield industrial smart city focused on semiconductors, solar and manufacturing. GIFT is a proximity-to-finance play that exists today, Dholera is a long-horizon industrial-land play.

Is the Dholera airport ready?

Dholera International Airport, with a 3,200 m Code 4E runway about 20 km from the SIR, was reported roughly 80 percent complete in mid 2026, with operations targeted for late 2026. No firm opening date has ever held, so treat any date as a target rather than an achieved fact.

Which company is building the Dholera semiconductor plant?

Tata Electronics, through Tata Semiconductor Manufacturing Pvt Ltd, with Taiwan's PSMC as technology partner. The Rs 91,000 cr fab was approved by the Union Cabinet on 29 February 2024, targets up to 50,000 wafers a month on nodes from 28 to 110 nm, and signed a lithography MoU with ASML reported around May 2026. A first chip is targeted for 2026 to 2027.

Is it safe to invest in Dholera SIR?

It can be, if you buy the right way. Dholera has genuine strengths: dual-government backing through DICDL (51 percent Gujarat, 49 percent Centre), a Rs 91,000 cr Tata semiconductor fab under construction, about 300 MW of operational solar and an open expressway. The safety comes from discipline: buy a RERA-registered plot verified inside the SIR boundary, confirm the GUJRERA number, N.A. title and 7/12 chain, and get the all-in price in writing. Treat appreciation as an expectation, never a guarantee.
