The short version

The durable Dholera facts every investor should know: it is dual-government backed via DICDL (51 percent Gujarat, 49 percent Centre); the Rs 91,000 cr Tata semiconductor fab is the anchor; the expressway is open and the airport is targeted for late 2026; about 300 MW of solar is operational against a 5,000 MW target; land is RERA-regulated but there is no official per-plot price; stamp duty is about 4.9 percent plus 1 percent; and appreciation is an expectation, never a guarantee.

Listen
How we ranked: we distil the durable, most decision-relevant facts, rank them by importance and label each durable, reported or target, so an investor has a sourced foundation ahead of any marketing.

If you read only one Dholera page, make it this one. We distilled the durable, most decision-relevant facts every Dholera investor should know, ranked by importance and each labelled and sourced. From the dual-government backing to the honest truth about prices and guarantees, these are the facts that should anchor any decision, ahead of any brochure or reel.

The facts every Dholera investor should know

1

Dholera is dual-government backed

Built by DICDL, owned 51 percent by Gujarat and 49 percent by the Centre, under the SIR Act 2009. [Durable]

This structure is why it endures through delays.

It is the most important fact for judging durability.

2

The Tata fab is the anchor

A Rs 91,000 cr semiconductor fab with PSMC, Cabinet-approved February 2024, up to 50,000 wafers a month, ASML partner, under construction. [Durable]

It is India's first major commercial fab.

The strongest single fact in the story.

3

The expressway is open, the airport is targeted

The 109 km expressway was reported open in March 2026; the airport is roughly 80 percent complete, targeted late 2026. [Reported / Target]

Connectivity is arriving but not all delivered.

Know which is fact and which is target.

4

Solar is partly operational

About 300 MW is commissioned, 1,000 MW sanctioned, 5,000 MW targeted by around 2030. [Durable / Target]

Real power, real scale, honest labels.

Do not read the 5,000 MW target as today's output.

5

Land is regulated, prices are not official

All six TP schemes are sanctioned, projects register with GUJRERA, and there is no official per-plot market price. [Durable]

Verify RERA, N.A. and title; treat broker prices as indicative.

Regulation is your friend.

6

Costs and measures to know

Stamp duty about 4.9 percent plus 1 percent registration; 1 acre = 4,840 sq yd = 43,560 sq ft; a Gujarat bigha is commonly ~2,500 sq yd but non-standard. [Durable]

These numbers recur in every transaction.

Confirm the bigha locally.

7

Appreciation is an expectation, not a guarantee

No government source guarantees returns, and acquisition was litigated. Buy verified in-SIR RERA plots with clear title. [Durable principle]

Optimism is fine; guarantees are not.

This is the fact that keeps you safe.

What is Dholera SIR, in one honest paragraph

Dholera SIR is the Dholera Special Investment Region, a greenfield industrial smart city taking shape in Ahmedabad district, Gujarat, about 100 km south-west of Ahmedabad. It is built under the Gujarat Special Investment Region Act of 2009 and is the flagship node of the Delhi Mumbai Industrial Corridor. The planning envelope is roughly 920 sq km, of which about 580 sq km is developable and around 422 sq km is set for urban development, phased across roughly three decades. The first live piece is the Activation Area of about 22.5 sq km inside Town Planning Scheme 2, the plug-and-play demonstration zone where trunk infrastructure was laid before anything went up above ground. Planning sits with DSIRDA, the statutory land and planning authority. The city itself is built by DICDL, a special purpose vehicle formed on 28 January 2016 and owned 51 percent by Gujarat and 49 percent by the Centre through the NICDC Trust. That dual-government structure is the single most important thing to understand about Dholera, because it is why the project keeps moving even when individual timelines slip. Who is actually investing in Dholera

It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. The bankable, breaking-ground fab is Tata plus PSMC. Source: anchor-investors notes, PIB, tataelectronics.com.

How to verify a Dholera RERA number before you pay

GUJRERA is the Gujarat Real Estate Regulatory Authority, at gujrera.gujarat.gov.in, under the RERA Act of 2016. Plotted developments above roughly 500 sq m or more than eight plots must register before they are marketed. A Dholera registration number usually looks like PR/GJ/AHMEDABAD/DHANDHUKA/Others/PAAnnnnn/DDMMYY, because most SIR villages fall under Ahmedabad district and Dhandhuka taluka, though some newer ones tag DHOLERA and DSIRDA. Real examples that surfaced for named projects include Piccadilly Square 2 by SmartHomes Infrastructure and Bliss 107 by Satyaja Infracon, and you should still confirm each one live rather than trust a screenshot. To verify, go to the GUJRERA portal, open Registration and then Project Search, choose district Ahmedabad and taluka Dhandhuka, enter the number or the developer name, then check the sanctioned layout, the FSI, the promoter and the expiry date, and confirm your brochure plot numbers match the sanctioned plan. A blanket claim of "RERA approved" with no number is not a registration, so ask for the number and check it. Beyond RERA, confirm DSIRDA layout approval, N.A. title and the 30-year 7/12 chain on AnyROR Gujarat. Source: GUJRERA, DSIRDA, fact pack price-and-land notes.

The honest position on Dholera plot prices

There is no official government per-unit market price for Dholera plots. The state publishes a land-pricing policy and a base allotment framework at dholera.gujarat.gov.in/land_pricing, not a live market rate, so any specific rupee-per-unit figure you see is a broker or portal listing, not a verified or official number, and it moves a lot by location and time. As an indicative, broker-sourced and unverified range for 2026, aggregator listings quote residential plots at roughly Rs 6,000 to 12,000 per square yard, which is about Rs 650 to 1,350 per sq ft, varying with the TP scheme, road width and nearness to the Activation Area, expressway and airport. Treat that only as a rough range to sanity-check a quote, never as the price. To get a real number, ask the developer for the full all-in price and payment schedule in writing, compare a few RERA-registered projects rather than roadside agricultural land marketed as being "in the SIR", and factor add-ons of about 4.9 percent stamp duty plus 1 percent registration in Gujarat. We never guarantee appreciation, because no government source does. Sources: fact pack price-and-land value notes, MagicBricks and 99acres listings (indicative only).

Who runs Dholera and why the structure matters

Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it. When you assess any Dholera claim, the first useful question is which of these bodies is the primary source. Sources: dholera.gujarat.gov.in, nicdc.in, gidb.gujarat.gov.in.

The dated milestones that show momentum

Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Each of these is real and dated, and together they answer the "nothing is happening" claim. Source: fact pack momentum and milestones notes, PIB.

How connectivity is changing the map

Connectivity is the reason Dholera moved from a slideshow to a place you can drive to. The 109 km Ahmedabad to Dholera Expressway, a four-lane access-controlled greenfield road built by NHAI and designed for 120 km/h, was reported inaugurated by the Prime Minister on 31 March 2026 and is operational. Reported travel time between Ahmedabad and Dholera has fallen from roughly two hours to somewhere between about 40 minutes and an hour, with sources varying, so treat the exact figure as reported rather than fixed. The Dholera International Airport, with a 3,200 m Code 4E runway about 20 km from the SIR and around 80 km from Ahmedabad, was reported roughly 80 percent complete in mid 2026 with operations targeted for late 2026. No firm opening date has ever held, so we present it as a target, not an achieved fact. An Ahmedabad to Dholera semi-high-speed rail line of about 134 km was cleared by the CCEA around 13 May 2026 at a reported cost near Rs 20,667 cr, targeted for 2030 to 2031. Frequently asked questions

Is it safe to invest in Dholera SIR?

It can be, if you buy the right way. Dholera has genuine strengths: dual-government backing through DICDL (51 percent Gujarat, 49 percent Centre), a Rs 91,000 cr Tata semiconductor fab under construction, about 300 MW of operational solar and an open expressway. The safety comes from discipline: buy a RERA-registered plot verified inside the SIR boundary, confirm the GUJRERA number, N.A. title and 7/12 chain, and get the all-in price in writing. Treat appreciation as an expectation, never a guarantee.

Which company is building the Dholera semiconductor plant?

Tata Electronics, through Tata Semiconductor Manufacturing Pvt Ltd, with Taiwan's PSMC as technology partner. The Rs 91,000 cr fab was approved by the Union Cabinet on 29 February 2024, targets up to 50,000 wafers a month on nodes from 28 to 110 nm, and signed a lithography MoU with ASML reported around May 2026. A first chip is targeted for 2026 to 2027.

Is the Ahmedabad to Dholera expressway open?

Yes. The 109 km four-lane access-controlled expressway was reported inaugurated on 31 March 2026 and is operational. Reported travel time between Ahmedabad and Dholera has fallen to roughly 40 minutes to an hour, with sources varying.

What is the plot price in Dholera?

There is no official government market price per plot. Broker listings in 2026 indicatively quote residential plots at roughly Rs 6,000 to 12,000 per square yard, which is unverified and varies widely by location, TP scheme and proximity to the Activation Area, expressway and airport. Always get the full all-in price in writing for the specific plot and add about 4.9 percent stamp duty plus 1 percent registration.

What is the future of Dholera smart city?

The plan is a phased build over roughly 30 years toward a large industrial smart city with a promotional target near one million residents, anchored by semiconductors, solar and manufacturing. Completion years are stated as 2040 or 2042 inconsistently, so treat any single year as a reported target.
