The strongest areas to consider in Dholera

The Activation Area (inside TP2)

The Activation Area, about 22.5 sq km inside Town Planning Scheme 2, is the part of Dholera where the smart-city claims are already concrete: underground utilities, a roughly 50 MLD water plant, about 72 km of internal roads and the ABCD command centre. It is the plug-and-play core.

Because trunk infrastructure exists here first, Activation Area addresses carry the strongest locational case. That is a fact about infrastructure, not a promise of appreciation.

The ABCD and Knowledge and IT zone (TP2)

The ABCD building in the TP2 Knowledge and IT zone houses the Integrated Command and Control Centre, the city's operational brain. Plots referencing TP2B1 and the ABCD surroundings, such as those at Kadipur, cluster around this civic core.

Proximity to the administrative and IT core is a genuine signal, but confirm the sanctioned layout and N.A. status all the same.

The Tata fab surroundings

The area around the Tata Electronics semiconductor site draws intense interest, and some listed projects, such as Seksaria's Shantiban Skylar, describe themselves as opposite the fab. The fab is the strongest anchor in Dholera at Rs 91,000 cr.

Anchor proximity is real, but a fab-adjacent address is not a return guarantee, and you still verify every document.

Expressway frontage

Land along the 109 km Ahmedabad to Dholera Expressway, reported open since March 2026, benefits from the single biggest connectivity upgrade the region has seen. Several projects market expressway or 250 m road frontage.

Frontage helps commercial and logistics use in particular, so match the plot's zoning to your intended use.

The airport zone

The area near the Dholera International Airport boundary, about 20 km from the SIR, has spawned a cluster of aero-themed schemes and a hospitality zone. The airport is targeted for late 2026, which remains a target.

Airport-adjacent value depends on the airport actually opening on a slipping timeline, so weigh that risk honestly.

Kadipur and TP2B1 pocket

Kadipur in TP2B1 recurs in RERA-linked residential listings near the ABCD building and expressway, making it one of the more documented pockets for verifiable residential plots.

Documentation is the appeal here, so use it, verify the RERA number and layout, and do not overpay on hype.

What the smart-city infrastructure actually includes

The Activation Area is where Dholera's smart-city claims become concrete. Per a DICDL official account from 2024, the built infrastructure includes underground utilities for power, ICT and fibre ducts, piped natural gas and potable water with smart meters and leak detection, a recycled-water network, wastewater and effluent lines, and stormwater routed into a 6.5 km man-made canal. There is a water treatment plant of about 50 MLD with reservoirs, and roughly 72 km of internal roads from 18 to 70 m wide with pedestrian and cycle lanes and a reserved rapid-transit corridor. The ABCD building, the Administrative cum Business Centre for Dholera in the TP2 Knowledge and IT Zone, houses the Integrated Command and Control Centre, the ICCC, which is the city's digital brain for water, power, lighting, surveillance, traffic and environment, and is reported operational with a LEED Gold design. Some promoted features, such as a common walkable utility tunnel and district cooling, are not officially confirmed, so we label them planned rather than built. The honest position on Dholera plot prices

There is no official government per-unit market price for Dholera plots. The state publishes a land-pricing policy and a base allotment framework at dholera.gujarat.gov.in/land_pricing, not a live market rate, so any specific rupee-per-unit figure you see is a broker or portal listing, not a verified or official number, and it moves a lot by location and time. As an indicative, broker-sourced and unverified range for 2026, aggregator listings quote residential plots at roughly Rs 6,000 to 12,000 per square yard, which is about Rs 650 to 1,350 per sq ft, varying with the TP scheme, road width and nearness to the Activation Area, expressway and airport. Treat that only as a rough range to sanity-check a quote, never as the price. To get a real number, ask the developer for the full all-in price and payment schedule in writing, compare a few RERA-registered projects rather than roadside agricultural land marketed as being "in the SIR", and factor add-ons of about 4.9 percent stamp duty plus 1 percent registration in Gujarat. How to verify a Dholera RERA number before you pay

GUJRERA is the Gujarat Real Estate Regulatory Authority, at gujrera.gujarat.gov.in, under the RERA Act of 2016. Plotted developments above roughly 500 sq m or more than eight plots must register before they are marketed. A Dholera registration number usually looks like PR/GJ/AHMEDABAD/DHANDHUKA/Others/PAAnnnnn/DDMMYY, because most SIR villages fall under Ahmedabad district and Dhandhuka taluka, though some newer ones tag DHOLERA and DSIRDA. Real examples that surfaced for named projects include Piccadilly Square 2 by SmartHomes Infrastructure and Bliss 107 by Satyaja Infracon, and you should still confirm each one live rather than trust a screenshot. To verify, go to the GUJRERA portal, open Registration and then Project Search, choose district Ahmedabad and taluka Dhandhuka, enter the number or the developer name, then check the sanctioned layout, the FSI, the promoter and the expiry date, and confirm your brochure plot numbers match the sanctioned plan. A blanket claim of "RERA approved" with no number is not a registration, so ask for the number and check it. The dated milestones that show momentum

Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Who runs Dholera and why the structure matters

Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it. Who is actually investing in Dholera

It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. Which company is building the Dholera semiconductor plant?

Tata Electronics, through Tata Semiconductor Manufacturing Pvt Ltd, with Taiwan's PSMC as technology partner. The Rs 91,000 cr fab was approved by the Union Cabinet on 29 February 2024, targets up to 50,000 wafers a month on nodes from 28 to 110 nm, and signed a lithography MoU with ASML reported around May 2026. A first chip is targeted for 2026 to 2027.

What is N.A. status and why does it matter?

N.A. means Non-Agricultural. Agricultural land must be converted before legal construction, and land inside a sanctioned Town Planning scheme is treated as N.A. under Gujarat rule. Buying land marketed as being in the SIR without N.A. status or a Final Plot allotment is a documented red flag.

How far is Dholera from Ahmedabad?

Dholera SIR is about 100 km south-west of Ahmedabad. Via the 109 km Ahmedabad to Dholera Expressway, reported open since March 2026, travel time is roughly 40 minutes to an hour, with sources varying.
