The sectors Dholera is built for
The official DICDL sector list is broad: defence, aviation, electronics and semiconductors, high-tech and emerging industries, pharma and biotech, heavy engineering, auto and auto-ancillary, general manufacturing, agro and food processing, and metals, plus renewables. Two of those are proven on the ground and the rest are priority sectors with anchors still emerging, a distinction worth keeping. Semiconductors and electronics is the flagship, anchored by the Tata fab and its supplier ecosystem. Solar and renewable energy is real too, with about 300 MW commissioned and 1,000 MW sanctioned. Logistics and trade is a structural advantage given the DMIC node status, the open expressway, the nearby airport and the cleared semi-high-speed rail. Defence, aviation and heavy engineering are named priority sectors that suit the airport and the large contiguous land parcels, but specific committed anchors are not yet reliably sourced, so they are opportunity rather than delivery. Who is actually investing in Dholera
It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. The Tata semiconductor fab, the anchor that changed everything
The strongest fact in the whole Dholera story is the Tata Electronics semiconductor fabrication plant. Built by Tata Semiconductor Manufacturing Pvt Ltd with Taiwan's PSMC as technology partner, it was approved by the Union Cabinet on 29 February 2024 under the India Semiconductor Mission. The investment is Rs 91,000 cr, roughly US$11 billion, and the PIB Fiscal Support Agreement cites Rs 91,526 cr. Planned capacity is up to 50,000 wafers a month on a 300 mm line, on mature and specialty nodes from 28 to 110 nm, making power-management chips, display drivers, microcontrollers and high-performance logic. The Fiscal Support Agreement was signed on 5 March 2025, and a lithography MoU with ASML, a world leader in the field, was reported around 17 May 2026. Ground-breaking was in March 2024 and civil work was reported around 50 percent complete by May 2026 after a late-2025 redesign for the local soil. A first chip is targeted for 2026 to 2027, which remains a target, because no source confirms a chip has been produced. The Dholera solar park, real megawatts on the ground
Dholera doubles as a clean-power hub. The Dholera Ultra-Mega Solar Power Park carries an ultimate announced target of 5,000 MW by around 2030, which is a target and not installed capacity. The grounded numbers, from the CEA quarterly report dated September 2025, are that Phase I of 1,000 MW is sanctioned under Gujarat Power Corporation Ltd, with roughly 300 MW commissioned and 700 MW under development targeted for March 2027, awarded to Tata Power, Vena, ReNew, SJVN and TEQ Green and delayed by tariff and GERC disputes. Tata Power has separately commissioned a 300 MW Dholera plant using 873,012 monocrystalline modules across 1,320 acres, which it describes as India's largest single-axis solar tracker. Whether that exactly equals the CEA's 300 MW is not cleanly reconcilable, so we flag it. The honest bottom line is simple: about 300 MW is operational today, 1,000 MW is sanctioned for Phase I, and 5,000 MW is the long-range target. The dated milestones that show momentum
Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Who runs Dholera and why the structure matters
Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it.
